A 38 week SGA infant is delivered by C-section for maternal history of oligohydramnios and bicornate uterus.  The infant had apgars of 7, 9 and received delayed cord clamping of 30 seconds and routine NRP interventions of drying, stimulation, and suctioning with bulb syringe.  Upon routine examination by the NNP in the delivery room the right foot is noted to be adducted and pointed downward.   The foot cannot be put into midline position.  This physical exam finding should be documented by the NNP as:
