He argued that man had a natural right to life but that right to life could not be protected in a state of anarchy because man would return to his natural state which was war. Therefore, a strong central executive government (which in his day meant an absolutist monarch) was needed to overpower everybody and force everybody to obey its laws in order to bring the law and order and peace and stability that was needed in order for the individual's right to life to be preserved.
