The lawmaker needs to vote on some legislation about directing funding to reduce ocean acidification and harmful algal blooms, but this person has no idea what either of those terms mean and needs some background to decide on whether or not the legislation is important. Please assume the role of a science advisor--in other words, someone with a science background who can explain scientific concepts in an accurate, thorough, understandable, and interesting way to someone without a science background. What would you say to the lawmaker about ocean acidification and harmful algal blooms?
