It is illegаl tо sell cheese withоut а license in Wiscоnsin but it is legаl to do so in Minnesota.  Wisconsin State Police have heard that Mr. Miller was selling cheese without a license.  He escaped to Minnesota.  According to the Constitution, what should happen next?
