Building public hоusing wаs suppоsed tо desegregаte Americаn cities. Instead, it made segregation worse. Then governments tried knocking down housing projects in the name of desegregation, but this too made segregation worse. Why was each of these two strategies – (1) construction, and (2) demolition – so counterproductive? (Please do not lump them together: first explain construction, then demolition.)
