According to the National Institute on Drug Abuse (NIDA) abuse of tobacco, alcohol, and illicit drugs is costly to our nation, exacting more than $700 billion annually in costs related to crime, lost work productivity and health care. Results from a yearly survey of teenagers conducted by the University of Michigan’s Institute for Social Research found that the use of cigarettes, alcohol, and abuse of prescription pain relievers among teens has declined since 2013 while marijuana use rates were stable. However, use of e-cigarettes, measured in the report for the first time, is high. Policy makers want to reduce the use of marijuana and e-cigarettes among teens. Since marijuana is largely illegal in the US, while e-cigarettes are not, policy makers believe we need to design different policies to reduce use of each substance.
