Short Essay:  Choose two of the following four short essays to complete. You MUST base your answers in class material. Each response should be about 5-7 sentences. Make sure to put the number of the essay at the start of your essay so I know which one you are answering. Write all your answers in this box. You must answer all four questions in the same box. DO NOT submit before you are finished. How do differences in stakes impact the four strategic public participation planning questions (recruitment, interaction, preparation, and “impact”)? You can answer this question providing a comparison between a high stakes example and a low stakes example.  Make sure to define and address each of the four questions. Compare/Contrast the liberal versus republican model of citizenship as discussed in class. Describe one tension between those two models that continues today. Free to Ride illustrates multiple types of public participation. Describe one method of conventional participation, one method of thin participation, and one method of thicker participation that occurred during the documentary. In a couple of sentences, explain how these three methods worked together (or against each other) to produce the resulting government decision. Describe the IAP2 Spectrum. Describe Arnstein’s Ladder of Participation. Provide three important differences between the two that we covered in class.
