After the fаll оf the Zhоu dynаsty, severаl small states struggled fоr control in China.  By 221 B.C., the Qin had wiped out the Zhou and united the nation under a strong central authority for the first time. Westerners would later call the nation China after the Qin, whose first ruler added the title Shihuangdi or First Emperor, to his name. A tireless ruler, Qin Shihuangdi reorganized the empire into military districts, appointing officials to govern them.  He ended the power of the local lords by taking their land and imposing a tax on landowners. He appointed educated men instead of nobles as officials to run his government.  Shihuangdi devised a system of weights and measures, standardized coins, instituted a uniform writing system, and set up a law code throughout China.  To Qin, one building project seemed especially urgent—building up China’s defenses to the north.  Over several years some 300,000 peasants labored—and thousands died—to complete the more than 4,000-mile-long wall.  Rebuilt by later rulers, the Great Wall of China stands today as a monument to Qin’s ambition and to the peasants who carried out their emperor’s will. The Emperor ruled by control, fear, and punishment. His harsh reign followed the philosophy of Legalism, which was based on the idea that people are more inclined to do wrong than right because they are motivated by self-interest. Eventually, the Emperor banned all other philosophies such as Confucianism and Daoism that had flourished during the Warring States Period, and ordered the burning of texts that did not support Legalist views. It is said he may have even executed writers, philosophers, and scholars to silence opposing voices. Unsurprisingly, the Emperor’s actions attracted many enemies and several assassination attempts on his life were made. QUESTIONS: 1.
