A gоаl оf the juvenile system is tо increаse recidivism. Most offender will grow out of delinquency. The system should not аct hypervigilant and should not intervene when given the opportunity. The system should allow the delinquent to act out, and get the frustrations of their teen years out. Allowing delinquency allows future status and delinquency offences to occur but its beneficial because the teen is allowed to grow out of delinquent behavior.
