The Scаrred Plаins оf Westоver The Setting: The regiоn of Westover is known for its flаt, rolling landscape and fertile soil, which supports local agriculture and grazing herds. Because the land is flat, the mineral deposits just beneath the surface are easy to access. The Proposal: Carbon Energy Corp has acquired rights to mine a large shallow coal deposit stretching across hundreds of acres. To access the coal, they use massive earth-moving machines to cut away the trees and topsoil in long, wide cuts. They remove the coal, then leave the waste rock (spoils) in piles and move on to the next parallel cut. The Problem: After the company finishes mining a section, they leave the deep trenches open and the piles of waste rock exposed to the wind and rain. The topsoil is gone, so nothing grows back. When it rains, the loose, rocky soil washes into nearby streams, choking the fish with sediment. The land looks like a series of jagged scars and is completely useless for farming or grazing. Question:Propose a Solution: How can this problem be solved?
