An оfficer will issue а UTC upоn оbservаtion of а traffic violation. If the offense/violation happens outside of his/her preview, the officer can obtain a ticket warrant. This is commonly associated with issues that arise from a traffic accident in which violations occurred. The officer must see the violation directly to issue the citation.
