After purchasing insurance, a cоnsumer is likely to commit moral hazard - overconsume units of healthcare when insurance lowers the price they face. Insurance plans with high cost-sharing and/or deductibles reduce moral hazard, thus decreasing the "social loss from overconsumption". It should follow that if an insurer sets cost-sharing to 100% - consumers bear the full cost of healthcare - then there will be no moral hazard, and so no social loss from overconsumption. From society's point of view, why is this not desirable?
