Bishop Proposal 2: any dispensaries that sell marijuana must dedicate 25% of the windows and interior wall space to anti-marijuana posters, pictures and language that convey an anti-marijuana message (such messages must be approved by the newly appointed Utopia Marijuana Commissioner). The legislature wants advice on the Bishop's proposals. Specifically, the legislature wants to know if these proposals would violate the Constitution. You are a legislative consultant. What is your advice to the legislature regarding the Constitutionality of the Bishop's proposals?
