Seeing the protest going on across the street, several students from Richwoods High School left class, went out to the sidewalk, and held up a banner reading “Satan ❤ Shrooms!” The Peoria police issued tickets to the protesting Lakota Sioux for (a) holding a protest parade without a permit, (b) holding a protest with over 10 persons present, and (c) publicly carrying weapons (the muskets). If one of the rules for holding a protest was that everyone has to wear a mask because of Covid 19, which level of government does NOT HAVE the authority to make such a rule?
